The Municipal Clerk is the oldest of public servants in local government, along with the tax collector. The profession traces back before biblical times. The early keepers of archives were often called "Remembrancers", and before writing came into use. their memory served as the public record.

When the early colonists came to America, they set up forms of local government to which they had been accustomed, and the office of clerk was one of the first established. One of the earliest statutory duties imposed by the General Court on town clerks was recording births, deaths and marriages. By 1692, the town clerk was required to enter divisions of land and orders of the selectmen as well as all town votes, orders and grants. Since that time, the General Courts have formalized by statute many of the duties first delegated by vote of the town and have added others. The following list of duties may answer questions you might have regarding obtaining the information.

  • Registrar of Vital Statistics

    Marriage Licences:
    Licences must be obtained from the town in which you will be married. Prospective bride and groom must both personnally appear before the Town Clerk to make application. The fee is $30.00 The licence is good for 65 days. Identification must be provided.
    Vital Certificates:
    Vital records are available in the Town of occurence and the Town of Residence; i.e., if your parents were residents of Deep River when you were born, and you were born in Middletown, your birth certificate would be available in Middletown and Deep River. A certified copy is $20.00. Birth records 100 years old or less are restricted and available only to authorized individuals.

  • Land Records

    Land Records:
    Connecticut is one of a few states taht records land records on a municipal level rather than county level. The cost for recording is $53.00 for the first page and $5.00 for every attached page. Copies of land records are $1.00 per page plus $2.00 for the certification. Surveys on file are printable from our search computer for $1.00 per page
  • Licences

    Dog Licenses:
    The law requires a dog to be licensed when they become six months old. The licence period is from July 1st through June 30th. Owners must present documentation showing that the dog has an up-to-date rabies vaccination and supporting documentation if the dog has been spayed or neutered. The fee is $8.00 if spayed or neutered and $19.00 for unaltered.
    Sports Licences
    These are good for the calendar year. Hunting and trapping licences are issued based on proof that a resident license in the respective sport has been held within the last 5 years or the person has a certificate indicating successful completion of a Connecticut Conservation Education/Firearms course.   • Genealogy research

    Deep River is the keeper of the early Saybook Colony Records. Through the years the towns separated from the aprent town of Saybrook to form their own townships --Lyme separated in 1665; Chester in 1836, Westbrook in 1840; Essex and Old Saybrook in 1852. By 1852, all that remained of the original Colony of Saybrook was the vilage known as Deep River and Winthrop. As a result, many early searches of property and familly will begin in Deep River.

    Our records begin in the 1600's. Births, marriages and deaths are noted in the land records until 1847 when certificates were issued.

  • Town parking permits

    Town Parking permits are available to residents free of charge. The permit is good for two years and enables you to use the transfer Station, Plattwood Park and the Town Dock. Permits are available in the Town Clerk's Office and the transfer Station. New permits are issued biennially in January of odd years.

    Parking passes are available for Plattwood Park and the Dock for nonresidents. They may be purchased at the Town Clerk's office and during the season, from the gatekeeper. The fees are as follow:

  • Notary

    Documents are notarized at no charge for residents of the Town of Deep River. However, we cannot notarize wills or mortgages from out of state institutions.

  • Elections

    Applying for an absentee ballot:
    Connecticut Law does not allow absentee voting by choice. However, if you are unable to vote in person on election Day, you may apply for an absentee ballot for any of the following reasons:
    • Active Service in the Armed Forces of the United States
    • Absence from the town during all of the hours of voting
    • Illness
    • Religious tenets forbid secular activity on the day of the election
    • duties as an election official at a polling place other than my own during all of the hours of voting
    • Physical disability

    An application must be completed and returned to this office before a ballot can be issued. An application may be obtained by mail or in person

    Please check with the Town Clerk's office for date of availability. Earleir ballots are available to the military and citizens living overseas.

    Voter Registration:
    Voter registration is conducted on a daily basis and forms are available.
  • Military Discharges:

    Military Discharges must be filed with the town Clerk in order for you to qualify for a tax exemption. Certified copies are available to authorized individuals at no charge.
